省發改委印發我省2020年公共資源交易平臺整合共享管理工作要點

近日,省發改(gai)委印發《福建省2020年公共資源交易(yi)平臺整(zheng)合共享(xiang)管理工作(zuo)要點(dian)》(以下簡稱《要點(dian)》)。


《要點》始終圍繞《國務院辦公廳轉發國家發展改革委關于深化公共資源交易平臺整合共享指導意見的通知》(國辦函〔2019〕41號)、《國家發展改革委辦公廳關于印發深化公共資源交易平臺整合共享2020年重點工作任務的通知》(發改辦法規〔2020〕313號)要求,結合我省推進公共資源交易平臺整合工作實際,提出今年的工作要求,并分為五個方面的內容,其中具體工作任務細化為十八項,包括推動目錄內交易進平臺、制定優化交易規則、持續開展規則清理、健全電子檔案管理制度、推動工程領域招投標電子保函廣泛應用、建設統一評標專家電子簽名系統、加強疫情期間交易平臺管理工作、推進平臺標準化建設、改造提升交易系統、積極推動遠程異地評標、規范軟件運營商和CA廠商、明確監管職責、優化監督規則、建設工程領域招投標在線監管平臺 、推動工程建設項目開展在線投訴和隨機抽查、推進信用監管、加強對評標專家、代理機構監管、加強指導、督促和經費保障、開展培訓交流。


《要點(dian)》的出臺,有助(zhu)于持續完(wan)善公共(gong)資(zi)源交(jiao)易(yi)市(shi)場化配置機制,大力提升公共(gong)資(zi)源交(jiao)易(yi)服務水平,著力改(gai)進公共(gong)資(zi)源交(jiao)易(yi)監管工作,激(ji)發市(shi)場活(huo)力和社會創造力。




具(ju)體內容(rong)


一、優化公共資源交易市場化配置


(一(yi))推(tui)動(dong)目錄內交易進平臺

根據(ju)(ju)《福(fu)(fu)建省(sheng)(sheng)公(gong)(gong)共(gong)(gong)資(zi)(zi)源(yuan)(yuan)交(jiao)易(yi)(yi)目(mu)(mu)錄指引》關于“目(mu)(mu)錄內(nei)公(gong)(gong)共(gong)(gong)資(zi)(zi)源(yuan)(yuan)交(jiao)易(yi)(yi)進平(ping)臺”的要求,推動尚未進入平(ping)臺交(jiao)易(yi)(yi)的公(gong)(gong)共(gong)(gong)資(zi)(zi)源(yuan)(yuan)交(jiao)易(yi)(yi)進平(ping)臺。各地(di)應結合本(ben)(ben)地(di)實際,根據(ju)(ju)《福(fu)(fu)建省(sheng)(sheng)公(gong)(gong)共(gong)(gong)資(zi)(zi)源(yuan)(yuan)交(jiao)易(yi)(yi)目(mu)(mu)錄指引》,制(zhi)定本(ben)(ben)地(di)區公(gong)(gong)共(gong)(gong)資(zi)(zi)源(yuan)(yuan)交(jiao)易(yi)(yi)目(mu)(mu)錄。對新納入目(mu)(mu)錄內(nei)的公(gong)(gong)共(gong)(gong)資(zi)(zi)源(yuan)(yuan)交(jiao)易(yi)(yi)項目(mu)(mu)明確(que)平(ping)臺承接方案和具體工作措施。(省(sheng)(sheng)工信廳(ting)(ting)、財(cai)政(zheng)廳(ting)(ting)、自然資(zi)(zi)源(yuan)(yuan)廳(ting)(ting)、生態(tai)環(huan)境廳(ting)(ting)、住建廳(ting)(ting)、交(jiao)通(tong)運輸廳(ting)(ting)、水(shui)利(li)廳(ting)(ting)、農業(ye)農村廳(ting)(ting)、商務廳(ting)(ting)、國資(zi)(zi)委、林業(ye)局(ju)、海洋與漁業(ye)局(ju)、機關事務管(guan)理(li)(li)局(ju)、數字(zi)辦等公(gong)(gong)共(gong)(gong)資(zi)(zi)源(yuan)(yuan)行業(ye)監督部(bu)門、特許經營權(quan)管(guan)理(li)(li)部(bu)門按職責分工推動;福(fu)(fu)州(zhou)(zhou)、漳州(zhou)(zhou)、三明、莆(pu)田、南平(ping)、寧德市(shi)行政(zheng)服(fu)務中(zhong)心(xin)管(guan)理(li)(li)委員會、廈門市(shi)行政(zheng)審批(pi)管(guan)理(li)(li)局(ju)、泉州(zhou)(zhou)市(shi)發改(gai)(gai)委、南平(ping)市(shi)發改(gai)(gai)委、龍巖市(shi)財(cai)政(zheng)局(ju)、平(ping)潭綜(zong)合實驗區行政(zheng)審批(pi)局(ju)具體落實)


(二)制定優化交易規則

根據工程領(ling)域招投標(biao)在線監管工作要(yao)求,住建、交(jiao)通、水利(li)行(xing)業(ye)持續優化完善電子招投標(biao)規(gui)(gui)(gui)則和(he)電子范(fan)本(ben);新制定工業(ye)、信(xin)息化、漁(yu)港項(xiang)目電子招投標(biao)交(jiao)易規(gui)(gui)(gui)則和(he)電子范(fan)本(ben)。進(jin)一(yi)步健全(quan)優化全(quan)民所有自然資(zi)(zi)源,特許經營權(quan),農(nong)(nong)村集體產(chan)權(quan)等資(zi)(zi)產(chan)股(gu)權(quan),排污權(quan)、碳(tan)排放(fang)權(quan)、用能(neng)權(quan)等環境(jing)權(quan)交(jiao)易規(gui)(gui)(gui)則,促進(jin)公共資(zi)(zi)源交(jiao)易行(xing)業(ye)規(gui)(gui)(gui)則全(quan)省統一(yi)。(省工信(xin)廳(ting)(ting)(ting)、自然資(zi)(zi)源廳(ting)(ting)(ting)、生態環境(jing)廳(ting)(ting)(ting)、住建廳(ting)(ting)(ting)、交(jiao)通運輸(shu)廳(ting)(ting)(ting)、水利(li)廳(ting)(ting)(ting)、農(nong)(nong)業(ye)農(nong)(nong)村廳(ting)(ting)(ting)、商務(wu)廳(ting)(ting)(ting)、國資(zi)(zi)委(wei)、林業(ye)局(ju)、海(hai)洋與漁(yu)業(ye)局(ju)、機關事(shi)務(wu)管理(li)局(ju)、數字(zi)辦等公共資(zi)(zi)源行(xing)業(ye)監督部(bu)門、特許經營權(quan)管理(li)部(bu)門配合按職責(ze)分工負責(ze))


(三)持續開(kai)展(zhan)規則清理

根據《福建(jian)省發展(zhan)和改革(ge)委員(yuan)會關于(yu)落(luo)實建(jian)立清(qing)(qing)理(li)(li)和規(gui)(gui)范招(zhao)標投標有關規(gui)(gui)定長效(xiao)機(ji)制(zhi)意見的(de)通(tong)知(zhi)》(閩發改法規(gui)(gui)〔2015〕395號)和各(ge)類公(gong)(gong)共(gong)資(zi)源(yuan)交易領域專(zhuan)(zhuan)項(xiang)清(qing)(qing)規(gui)(gui)工作(zuo)要求,持續、深(shen)入(ru)開展(zhan)清(qing)(qing)規(gui)(gui)工作(zuo)和專(zhuan)(zhuan)項(xiang)清(qing)(qing)規(gui)(gui)工作(zuo),維護、推(tui)進公(gong)(gong)共(gong)資(zi)源(yuan)交易市場(chang)統一(yi),進一(yi)步(bu)消(xiao)除(chu)各(ge)類不合(he)理(li)(li)限制(zhi)和壁壘,維護公(gong)(gong)平競爭的(de)市場(chang)秩序。(省工信廳(ting)、財政廳(ting)、自(zi)然(ran)資(zi)源(yuan)廳(ting)、生態環境廳(ting)、住(zhu)建(jian)廳(ting)、交通(tong)運輸(shu)廳(ting)、水利廳(ting)、農(nong)業(ye)農(nong)村廳(ting)、商(shang)務廳(ting)、國資(zi)委、林業(ye)局、海洋(yang)與漁業(ye)局、醫(yi)保(bao)局、機(ji)關事務管(guan)理(li)(li)局、數字辦、人行福州(zhou)中心支行等公(gong)(gong)共(gong)資(zi)源(yuan)行業(ye)監督部(bu)門、特(te)許(xu)經(jing)營(ying)權管(guan)理(li)(li)部(bu)門按職(zhi)責分(fen)工負責)



二、完善全流程電子化交易


(一)健全電(dian)子(zi)檔案管理(li)制度

推進公共資(zi)源(yuan)(yuan)交(jiao)易(yi)(yi)(yi)(yi)電子檔案存(cun)儲(chu)、調閱、管理(li)(li)、應用(yong)等制(zhi)度(du)建設,實(shi)現交(jiao)易(yi)(yi)(yi)(yi)全過程記錄、留痕。確保交(jiao)易(yi)(yi)(yi)(yi)音視頻(pin)(pin)檔案六個月實(shi)時調閱,音視頻(pin)(pin)資(zi)料保存(cun)期不(bu)少于3年,其(qi)他資(zi)料保存(cun)期限不(bu)少于10年,研究推動(dong)公共資(zi)源(yuan)(yuan)交(jiao)易(yi)(yi)(yi)(yi)領域無紙化檔案管理(li)(li)。(省發改委(wei)(wei)指導,省公共資(zi)源(yuan)(yuan)交(jiao)易(yi)(yi)(yi)(yi)中(zhong)心(xin)(xin),福州、漳州、三明、莆田、南平、寧德(de)市(shi)行(xing)政服務中(zhong)心(xin)(xin)管理(li)(li)委(wei)(wei)員(yuan)會,廈門(men)市(shi)行(xing)政審批(pi)管理(li)(li)局、泉(quan)州市(shi)發改委(wei)(wei)、南平市(shi)發改委(wei)(wei)、龍巖市(shi)財政局、平潭綜合實(shi)驗區(qu)行(xing)政審批(pi)局按(an)職責分(fen)工推動(dong),各地公共資(zi)源(yuan)(yuan)交(jiao)易(yi)(yi)(yi)(yi)中(zhong)心(xin)(xin)具體落實(shi))


(二)推動工程領域招(zhao)投標電子保函(han)廣泛應(ying)用

按(an)照《福建省公(gong)(gong)(gong)共資(zi)源交易(yi)電(dian)子保(bao)(bao)函(han)文件格式標準》要求,推動(dong)行(xing)(xing)業監管(guan)部門在電(dian)子范(fan)(fan)本中完善電(dian)子保(bao)(bao)函(han)格式,實(shi)現全(quan)省電(dian)子保(bao)(bao)函(han)文件格式和數(shu)據(ju)標準的統一,確(que)保(bao)(bao)電(dian)子保(bao)(bao)函(han)在招投標應(ying)用過程中規范(fan)(fan)、統一、快捷、安全(quan)。(省發(fa)(fa)改委(wei)(wei)指導,省公(gong)(gong)(gong)共資(zi)源交易(yi)中心(xin),福州(zhou)(zhou)、漳州(zhou)(zhou)、三明、莆田、南(nan)(nan)平(ping)、寧德市行(xing)(xing)政(zheng)(zheng)服務中心(xin)管(guan)理委(wei)(wei)員(yuan)會,廈門市行(xing)(xing)政(zheng)(zheng)審批管(guan)理局(ju)、泉州(zhou)(zhou)市發(fa)(fa)改委(wei)(wei)、南(nan)(nan)平(ping)市發(fa)(fa)改委(wei)(wei)、龍巖市財政(zheng)(zheng)局(ju)、平(ping)潭綜(zong)合實(shi)驗區行(xing)(xing)政(zheng)(zheng)審批局(ju)按(an)職責(ze)分(fen)工推動(dong),各地公(gong)(gong)(gong)共資(zi)源交易(yi)中心(xin)具(ju)體落實(shi),省公(gong)(gong)(gong)共服務平(ping)臺公(gong)(gong)(gong)司配(pei)合)


(三)建(jian)設(she)統一評標專家(jia)電子(zi)簽名系統

為確保評(ping)標專家名(ming)單(dan)信息安全,按(an)照(zhao)《福建省(sheng)(sheng)(sheng)公(gong)共資源交易評(ping)標專家電(dian)子(zi)簽名(ming)系統接入(ru)規范》,在省(sheng)(sheng)(sheng)綜合(he)評(ping)標專家庫(ku)網站部署全省(sheng)(sheng)(sheng)統一評(ping)標專家電(dian)子(zi)簽名(ming)系統,實現全省(sheng)(sheng)(sheng)評(ping)標專家電(dian)子(zi)簽名(ming)統一。(省(sheng)(sheng)(sheng)發改(gai)委指導,省(sheng)(sheng)(sheng)經濟信息中(zhong)心(xin)、省(sheng)(sheng)(sheng)招標投標協會(hui)推動,各公(gong)共資源交易中(zhong)心(xin)具(ju)體(ti)落實,省(sheng)(sheng)(sheng)公(gong)共服務平臺公(gong)司具(ju)體(ti)配合(he))



三、加強公共資源交易平臺建設


(一)加強疫情期間交易平臺管(guan)理(li)工作

貫徹《福建(jian)(jian)(jian)省(sheng)(sheng)發(fa)展和改(gai)革委(wei)(wei)員(yuan)會關于(yu)積(ji)極應對疫情做好(hao)招(zhao)投(tou)(tou)標(biao)等工(gong)作(zuo)的通知》要求(qiu),積(ji)極應對疫情做好(hao)招(zhao)投(tou)(tou)標(biao)工(gong)作(zuo),對于(yu)疫情防控急需建(jian)(jian)(jian)設項目(mu)特事特辦,全力(li)保障工(gong)程(cheng)建(jian)(jian)(jian)設項目(mu)招(zhao)投(tou)(tou)標(biao)等各類(lei)交易(yi)活(huo)動正常(chang)進行(xing)(xing),促進各類(lei)項目(mu)建(jian)(jian)(jian)設和生產企業開工(gong)復(fu)工(gong)復(fu)產。(省(sheng)(sheng)發(fa)改(gai)委(wei)(wei)指導推動,省(sheng)(sheng)公共(gong)資源交易(yi)中心(xin),福州、漳州、三明、莆田、南平、寧德市行(xing)(xing)政服務中心(xin)管理委(wei)(wei)員(yuan)會,廈(sha)門市行(xing)(xing)政審(shen)批(pi)管理局、泉(quan)州市發(fa)改(gai)委(wei)(wei)、南平市發(fa)改(gai)委(wei)(wei)、龍巖(yan)市財政局、平潭綜合實驗區行(xing)(xing)政審(shen)批(pi)局按職責(ze)(ze)分工(gong)負責(ze)(ze))


(二)推進平臺標準(zhun)化(hua)建(jian)設

各(ge)公(gong)(gong)共資源(yuan)交易平(ping)(ping)臺(tai)(tai)應不斷強化(hua)見證、記(ji)錄功能(neng),加(jia)強軟(ruan)硬件建設(she)(she)(she),完(wan)善工(gong)作(zuo)機制,提(ti)升服務水平(ping)(ping)。開展檢測、認證工(gong)作(zuo),確(que)保(bao)平(ping)(ping)臺(tai)(tai)建設(she)(she)(she)規范、安(an)全。對各(ge)地公(gong)(gong)共資源(yuan)交易平(ping)(ping)臺(tai)(tai)及分平(ping)(ping)臺(tai)(tai)建設(she)(she)(she)、運營情(qing)況開展評價,“以(yi)評促建”,推動平(ping)(ping)臺(tai)(tai)標準化(hua)建設(she)(she)(she)。(省發改委(wei)(wei)指(zhi)導,省公(gong)(gong)共資源(yuan)交易中(zhong)(zhong)心(xin)牽頭,福州、漳(zhang)州、三(san)明、莆田、南平(ping)(ping)、寧德(de)市(shi)(shi)行政服務中(zhong)(zhong)心(xin)管理(li)委(wei)(wei)員會,廈門市(shi)(shi)行政審批管理(li)局、泉州市(shi)(shi)發改委(wei)(wei)、南平(ping)(ping)市(shi)(shi)發改委(wei)(wei)、龍(long)巖市(shi)(shi)財政局、平(ping)(ping)潭綜合實驗區行政審批局按職責分工(gong)負責,各(ge)地公(gong)(gong)共資源(yuan)交易中(zhong)(zhong)心(xin)具(ju)體落(luo)實)


(三)改(gai)造提升交易系統

各公共(gong)資(zi)源(yuan)交易平(ping)臺應實時跟(gen)進招(zhao)(zhao)投標(biao)(biao)行(xing)(xing)(xing)業監管部門出臺的各類招(zhao)(zhao)投標(biao)(biao)交易規則和電子范(fan)本(ben),及時開展(zhan)交易軟件(jian)技術固化,按照各行(xing)(xing)(xing)業部門統(tong)一(yi)發布(bu)的技術要求,統(tong)一(yi)發布(bu)的大數(shu)據(ju)采(cai)集(ji)清(qing)單(數(shu)據(ju)規范(fan)4.0)、電子保函數(shu)據(ju)標(biao)(biao)準(zhun)、CA互認方案(3.0)、統(tong)一(yi)評標(biao)(biao)專家簽名等各類數(shu)據(ju)標(biao)(biao)準(zhun)和規范(fan),做好交易平(ping)臺改造提升工作和數(shu)據(ju)推(tui)送工作。鼓勵推(tui)動(dong)電子營業執照在(zai)公共(gong)資(zi)源(yuan)交易領域的應用。(責任(ren)單位:省公共(gong)資(zi)源(yuan)交易中心(xin),福州(zhou)、漳(zhang)州(zhou)、三明、莆(pu)田、南平(ping)、寧德市行(xing)(xing)(xing)政(zheng)(zheng)服務(wu)中心(xin)管理委(wei)員會(hui),廈門市行(xing)(xing)(xing)政(zheng)(zheng)審(shen)批管理局、泉州(zhou)市發改委(wei)、南平(ping)市發改委(wei)、龍巖市財(cai)政(zheng)(zheng)局、平(ping)潭綜(zong)合實驗區行(xing)(xing)(xing)政(zheng)(zheng)審(shen)批局按職責分工負責,各地公共(gong)資(zi)源(yuan)交易中心(xin)具體(ti)落實)


(四)積極推(tui)動(dong)遠程異地評(ping)標

擴大工程領域招投標遠(yuan)(yuan)程異(yi)(yi)(yi)地(di)(di)評(ping)標試(shi)點范圍,省(sheng)公共(gong)資(zi)(zi)源交(jiao)易(yi)中(zhong)心(xin)(xin)在與平(ping)潭(tan)開展遠(yuan)(yuan)程異(yi)(yi)(yi)地(di)(di)評(ping)標常(chang)態化的基礎上,加大與寧(ning)德、龍巖(yan)等地(di)(di)遠(yuan)(yuan)程異(yi)(yi)(yi)地(di)(di)評(ping)標。鼓勵縣級項(xiang)目在分中(zhong)心(xin)(xin)開標,設區市(shi)中(zhong)心(xin)(xin)開展評(ping)標。推(tui)動(dong)各(ge)公共(gong)資(zi)(zi)源交(jiao)易(yi)平(ping)臺(tai)相互開展遠(yuan)(yuan)程異(yi)(yi)(yi)地(di)(di)評(ping)標。各(ge)地(di)(di)交(jiao)易(yi)中(zhong)心(xin)(xin)要不(bu)斷(duan)優化遠(yuan)(yuan)程異(yi)(yi)(yi)地(di)(di)評(ping)標軟硬件配備(bei),加快(kuai)應用(yong)省(sheng)統一遠(yuan)(yuan)程異(yi)(yi)(yi)地(di)(di)評(ping)標調度系統。(責(ze)任單位:省(sheng)發(fa)改(gai)委(wei)(wei)指導推(tui)動(dong),省(sheng)公共(gong)資(zi)(zi)源交(jiao)易(yi)中(zhong)心(xin)(xin),福州、漳州、三明、莆(pu)田、南平(ping)、寧(ning)德市(shi)行政服(fu)務中(zhong)心(xin)(xin)管(guan)理委(wei)(wei)員會,廈門市(shi)行政審批管(guan)理局(ju)、泉州市(shi)發(fa)改(gai)委(wei)(wei)、南平(ping)市(shi)發(fa)改(gai)委(wei)(wei)、龍巖(yan)市(shi)財政局(ju)、平(ping)潭(tan)綜合實驗(yan)區行政審批局(ju)按職責(ze)分工負責(ze),省(sheng)公共(gong)服(fu)務平(ping)臺(tai)公司配合,各(ge)地(di)(di)公共(gong)資(zi)(zi)源交(jiao)易(yi)中(zhong)心(xin)(xin)具體(ti)落實)


(五)規范軟件運(yun)營商和CA廠商

各地公(gong)共(gong)資源(yuan)(yuan)交易(yi)平(ping)臺(tai)(tai)整合(he)牽頭部(bu)門應明確公(gong)共(gong)資源(yuan)(yuan)交易(yi)中心對(dui)開(kai)評(ping)標系(xi)統(tong)軟件(jian)開(kai)發(fa)(fa)商、運(yun)營(ying)商的管理(li)(li)職責,出臺(tai)(tai)安全(quan)管理(li)(li)規范、簽訂安全(quan)保密協議,規范軟件(jian)運(yun)營(ying)商、CA廠商運(yun)行維(wei)護和服務(wu)行為(wei)。(省公(gong)共(gong)資源(yuan)(yuan)交易(yi)中心、福州(zhou)、漳州(zhou)、三(san)明、莆田、南(nan)平(ping)、寧德市行政服務(wu)中心管理(li)(li)委(wei)員會、廈門市行政審批管理(li)(li)局、泉州(zhou)市發(fa)(fa)改委(wei)、南(nan)平(ping)市發(fa)(fa)改委(wei)、龍巖市財政局、平(ping)潭綜合(he)實驗區(qu)行政審批局負責,各地公(gong)共(gong)資源(yuan)(yuan)交易(yi)中心具體(ti)落實)


四、創新公共資源交易監管機制


(一)明確監管職責、優化監督規則

根據(ju)(ju)(ju)省紀委(wei)(wei)監(jian)(jian)(jian)(jian)委(wei)(wei)工(gong)(gong)作(zuo)要求,抓(zhua)(zhua)好《工(gong)(gong)程(cheng)領域招投(tou)標(biao)(biao)(biao)在線(xian)監(jian)(jian)(jian)(jian)管(guan)平(ping)臺建設(she)方案(試(shi)行)》落(luo)實(shi),建設(she)“全覆蓋、全程(cheng)管(guan)、堵漏洞(dong)、提前防”的工(gong)(gong)程(cheng)領域招投(tou)標(biao)(biao)(biao)在線(xian)監(jian)(jian)(jian)(jian)管(guan)平(ping)臺,對(dui)新的監(jian)(jian)(jian)(jian)督(du)規(gui)則、監(jian)(jian)(jian)(jian)督(du)點進行技術固化,實(shi)現(xian)“進得(de)來、管(guan)得(de)住、違法違規(gui)能(neng)抓(zhua)(zhua)住”的工(gong)(gong)作(zuo)目(mu)標(biao)(biao)(biao)。開(kai)展大(da)數據(ju)(ju)(ju)監(jian)(jian)(jian)(jian)管(guan),優化大(da)數據(ju)(ju)(ju)分(fen)(fen)析功能(neng),按(an)照(zhao)大(da)數據(ju)(ju)(ju)采(cai)集清(qing)單全面采(cai)集數據(ju)(ju)(ju),對(dui)公(gong)共(gong)資源交(jiao)易活(huo)動全過(guo)程(cheng)、全方位(wei)、多角度(du)開(kai)展監(jian)(jian)(jian)(jian)測分(fen)(fen)析,結(jie)合區塊鏈、云計(ji)算等技術,為招投(tou)標(biao)(biao)(biao)在線(xian)監(jian)(jian)(jian)(jian)管(guan)提供大(da)數據(ju)(ju)(ju)分(fen)(fen)析線(xian)索和預警。(省紀委(wei)(wei)監(jian)(jian)(jian)(jian)委(wei)(wei)指導,省發改委(wei)(wei)牽(qian)頭,工(gong)(gong)程(cheng)領域招投(tou)標(biao)(biao)(biao)在線(xian)監(jian)(jian)(jian)(jian)管(guan)工(gong)(gong)作(zuo)聯席會議成員單位(wei)按(an)職責分(fen)(fen)工(gong)(gong)落(luo)實(shi),省公(gong)共(gong)服務平(ping)臺公(gong)司具體建設(she))


(三)推動工(gong)程(cheng)建設(she)項目開(kai)展在(zai)線投訴和(he)隨機抽查

按(an)照“線(xian)上(shang)投(tou)(tou)訴處理(li)(li)為原則(ze),線(xian)下投(tou)(tou)訴處理(li)(li)為例(li)外”的要(yao)求,健全線(xian)上(shang)投(tou)(tou)訴舉(ju)報接收、轉辦、處理(li)(li)、反(fan)饋(kui)工(gong)(gong)作機制,通過工(gong)(gong)程領(ling)域(yu)招投(tou)(tou)標(biao)在線(xian)監管平(ping)臺(tai)(tai)進行投(tou)(tou)訴舉(ju)報處理(li)(li)。將(jiang)工(gong)(gong)程領(ling)域(yu)招投(tou)(tou)標(biao)在線(xian)監管納入“雙(shuang)隨機一(yi)公開”監管模(mo)式,逐步推(tui)進公共(gong)資源交易領(ling)域(yu)各(ge)類項目“雙(shuang)隨機一(yi)公開”抽查機制,實(shi)現“雙(shuang)隨機一(yi)公開”工(gong)(gong)作全覆(fu)蓋、常態化(hua)。(省住建廳(ting)、交通運輸(shu)廳(ting)、水(shui)利廳(ting)、工(gong)(gong)信廳(ting)、海洋與漁業局、數字(zi)辦等部門按(an)職能分工(gong)(gong)負責(ze),省公共(gong)服務平(ping)臺(tai)(tai)公司配合(he))


(四(si))推(tui)進(jin)信用監管

健全公(gong)(gong)共(gong)資源交易主(zhu)體(ti)信(xin)(xin)用(yong)監管體(ti)系建(jian)(jian)設,完(wan)善公(gong)(gong)共(gong)資源交易信(xin)(xin)用(yong)信(xin)(xin)息采集、歸(gui)類、共(gong)享、使用(yong)等(deng)管理(li)制度。根據國家發布的各類聯(lian)合(he)獎懲備忘(wang)錄,依法依規開展(zhan)守信(xin)(xin)聯(lian)合(he)激勵和失信(xin)(xin)聯(lian)合(he)懲戒,推(tui)動公(gong)(gong)共(gong)資源交易領域“一處失信(xin)(xin)、處處受(shou)限”。(省發改委、工(gong)信(xin)(xin)廳、財政廳、自然資源廳、生(sheng)態環境(jing)廳、住建(jian)(jian)廳、交通運輸廳、水利廳、農(nong)業(ye)農(nong)村廳、商(shang)務(wu)廳、國資委、林(lin)業(ye)局、海洋與漁業(ye)局、機關事(shi)務(wu)管理(li)局、數(shu)字辦、市場監管局、人行福(fu)州中心(xin)支行等(deng)部門按職能分工(gong)負責,省公(gong)(gong)共(gong)服務(wu)平(ping)臺公(gong)(gong)司配合(he))


(五)加強對評標專(zhuan)家、代理機構監(jian)管

研(yan)究出臺(tai)《福建(jian)省(sheng)(sheng)(sheng)(sheng)綜(zong)合性評(ping)(ping)標(biao)(biao)專(zhuan)家(jia)(jia)庫專(zhuan)家(jia)(jia)不(bu)良行(xing)(xing)為(wei)記錄和信用考(kao)(kao)評(ping)(ping)暫行(xing)(xing)辦法》,加強對(dui)評(ping)(ping)標(biao)(biao)專(zhuan)家(jia)(jia)日常管(guan)(guan)(guan)理(li)和信用考(kao)(kao)評(ping)(ping)。不(bu)斷(duan)優化評(ping)(ping)標(biao)(biao)專(zhuan)家(jia)(jia)抽取(qu)、通(tong)知(zhi)管(guan)(guan)(guan)理(li)系統,更(geng)新啟用評(ping)(ping)標(biao)(biao)專(zhuan)家(jia)(jia)新專(zhuan)業分(fen)類(lei),建(jian)立評(ping)(ping)標(biao)(biao)專(zhuan)家(jia)(jia)在線(xian)培(pei)訓、考(kao)(kao)核、考(kao)(kao)評(ping)(ping)機制。加強對(dui)招(zhao)標(biao)(biao)代理(li)機構(gou)的(de)監(jian)管(guan)(guan)(guan)和信用評(ping)(ping)價(jia),組織各(ge)地對(dui)招(zhao)標(biao)(biao)代理(li)市場突(tu)出問題進行(xing)(xing)重(zhong)點整治。(省(sheng)(sheng)(sheng)(sheng)發改(gai)委、省(sheng)(sheng)(sheng)(sheng)工信廳(ting)、財(cai)政(zheng)廳(ting)、自然(ran)資(zi)(zi)源(yuan)廳(ting)、生態環境廳(ting)、住建(jian)廳(ting)、交(jiao)通(tong)運輸廳(ting)、水利廳(ting)、農業農村廳(ting)、商務廳(ting)、國資(zi)(zi)委、林業局、海洋與漁業局、數字(zi)辦等部門按職(zhi)能分(fen)工負責,省(sheng)(sheng)(sheng)(sheng)公共(gong)(gong)資(zi)(zi)源(yuan)交(jiao)易(yi)(yi)中心(xin)、省(sheng)(sheng)(sheng)(sheng)經濟信息中心(xin),各(ge)地公共(gong)(gong)資(zi)(zi)源(yuan)交(jiao)易(yi)(yi)平臺(tai)整合牽頭(tou)部門、各(ge)地公共(gong)(gong)資(zi)(zi)源(yuan)交(jiao)易(yi)(yi)中心(xin),省(sheng)(sheng)(sheng)(sheng)招(zhao)標(biao)(biao)投標(biao)(biao)協會、省(sheng)(sheng)(sheng)(sheng)公共(gong)(gong)服(fu)務平臺(tai)公司配(pei)合)



五、強化組織實施保障


(一)加強指導、督(du)促和(he)經(jing)費保障(zhang)

持(chi)續(xu)深(shen)化(hua)(hua)公(gong)(gong)共(gong)資(zi)(zi)源(yuan)交易(yi)平臺整(zheng)(zheng)合共(gong)享(xiang)工(gong)作,強(qiang)化(hua)(hua)對各地交易(yi)平臺相關工(gong)作的(de)(de)(de)指導(dao)督促(cu),堅持(chi)問(wen)題導(dao)向,對實(shi)(shi)際出現的(de)(de)(de)各類問(wen)題提出規(gui)范、改進、整(zheng)(zheng)改意見。各地公(gong)(gong)共(gong)資(zi)(zi)源(yuan)交易(yi)整(zheng)(zheng)合牽頭部門應加強(qiang)統一(yi)領(ling)導(dao),積(ji)極(ji)探索創(chuang)新(xin)本地公(gong)(gong)共(gong)資(zi)(zi)源(yuan)交易(yi)管理新(xin)機(ji)制,切(qie)實(shi)(shi)保(bao)障公(gong)(gong)共(gong)資(zi)(zi)源(yuan)交易(yi)平臺正常(chang)運行(xing),確(que)保(bao)各項任(ren)務措施落實(shi)(shi)到位。地方各級人民政府(fu)要(yao)依法依規(gui),切(qie)實(shi)(shi)保(bao)障公(gong)(gong)共(gong)資(zi)(zi)源(yuan)交易(yi)平臺的(de)(de)(de)運行(xing)維護經費。


(二)開展培訓(xun)交流

省(sheng)(sheng)(sheng)級公(gong)(gong)(gong)共(gong)(gong)資(zi)源交易(yi)行業行政監管部(bu)門,各地市公(gong)(gong)(gong)共(gong)(gong)資(zi)源交易(yi)平臺整合牽(qian)頭部(bu)門,適時(shi)開(kai)展(zhan)公(gong)(gong)(gong)共(gong)(gong)資(zi)源領(ling)域電子(zi)(zi)招投(tou)標(biao)(biao)交易(yi)規則(ze)、交易(yi)流程、電子(zi)(zi)范(fan)本、信息技(ji)術等培(pei)訓(xun)工(gong)作(zuo)。省(sheng)(sheng)(sheng)招投(tou)標(biao)(biao)協(xie)會積極開(kai)展(zhan)公(gong)(gong)(gong)共(gong)(gong)資(zi)源交易(yi)領(ling)域評標(biao)(biao)專家有(you)關交流、培(pei)訓(xun)工(gong)作(zuo),促進評標(biao)(biao)專家人才(cai)隊伍建設。省(sheng)(sheng)(sheng)公(gong)(gong)(gong)共(gong)(gong)服務平臺公(gong)(gong)(gong)司根(gen)據需要(yao),開(kai)展(zhan)有(you)關平臺使用培(pei)訓(xun)工(gong)作(zuo)。
